2007 After Massachusetts Board of Bar Examiners certified Phillip Ofume to do Bar Examination,  he  designed one of the best  world known law course syllabuses/curricula called “JURISDICTION” as part of his completion teaching and course work  proposal at Harvard University Law School and Abraham Lincoln University Law School but tactically Harvard and Abraham Lincoln swept the efforts under the rug. To the Commission in charge of Education compliance, Phillip Ofume said, “In this country, this one of over hundred  reasons AAAA is important in both ancient and modern times.”

1974 -1988 Phillip Ofume researched and investigated America’s theoretical and practical governments and the reality of physical outlook of America and people of America vis-à-vis their own “Commonwealth.”

May 1998 the Government of Canada in collaboration with the Nova Scotia Department of Education and Culture announced a high profile Research Job  and the fund was $200,000.00 to research, investigate, evaluate and  write report on  the BARRIERS & NEEDS of Immigrant in Canada. Several scholars advised him not to apply because the job is very competitive and also Phillip Ofume is less than one month in Canada and the first voyage to Canada.  Phillip Ofume said, “let’s go and fight for it, I have the gout to prevail” and he filed his application. He was shortlisted for interview along with other 108 candidates. After the interview Phillip Ofume emerged in the first position and shock overwhelmed the government and opposition, there were petitions and protests and arbitration opened and Department Human Resources assigned to review the interview and other counterclaims. Decision of the department returned Phillip Ofume as the best candidate with the highest scores (94 to 98) and academic and professional qualifications and experiences but under political anger, he was paid peanut and strained the research work and supplies. Also punitively, Phillip Ofume was issued departmental ID card with the photo of formal Black staff. Phillip Ofume completed term of the contract and submitted report but they want report that would hide over 87% of the BARRIERS and NEEDS. (see Phillip Ofume v. 1990 – 2000 under internal funding (G. M. BOND and PHONEX ENTERPRISES) Phillip Ofume led several NGOs and scholars to conduct “investigative research on “AMERICA’S COMMONWEALTH, EDUCATION, HEALTHCARE, WELFARE AND OTHER SOCIAL SERVICES, CONSTITUTIONAL MULTI-CULTURAL/RACIAL FEDERALISM.” Report remain resources for articles of reform.

2001 – 2010 Phillip Ofume led almost the same number of scholars to conduct more profound investigative research on US habitat (Housing) and income per tete (capita). Another part of this work tries to find how  urban, sub-urban and mixed urban schools and their sub-divisions were created and became engraved part of major problem  impeding America’s education .

2004 – 2008 Phillip Ofume and his research team relied on 1999 – 2010 releases to conduct research on AMERICA’S STANDARD OF EDUCATION in urban, suburban, and mixed urban schools which lies on partition and internally segregated, formulated and structured, Phillip Ofume and his team found that standards be sought on separated course system (math, biology, physics, english, french, chemistry, agro-science, physiology, anatomy, geography, history,  etc.). 2008 – present: under LIMPT, INC. (EDUCATION AND WORKFORCE PROJECT) Phillip Ofume puts education, industry and workforce together in operational bundle. Education, Industry and Workforce must collaborate to cause high development gravitation including elimination of unemployment and poverty. Earlier and continuously, the project focused on how to offer relief to parents/guardians on CARE and PROTECTION of their children in school to enable parents/guardians be more effective at the workplace and children move up to A/A+/B+ in school. This input is a big boost to the GNP, mass reduction of school dropout, parents/guardians' job promotion and wellness/longevity, etc.

2008 – 2011 Phillip Ofume persuaded IHRRG/IHRRC/LIMPT.INC & ASSOCIATES to make sure AMERICAN NATIONAL ACADEMY FOR FOSTER, ADOPTIVE AND ORPHAN CHILDREN (NAFOC) is established in the United States. In the United States the everlasting foundation laid by Phillip Ofume and international collaborators for grieving nuclear and extended families to replace the Department of Children and Families or Department of Social Services is praised inside and outsides the United States and show up  on the walls of the United Nations. 1989 Phillip Ofume engaged in double research work tagged, (1) “Discovery Examination on the United States and its Commonwealth as multi-cultural/racial/ethnic federation” and  (2) , “Making Pastoral Service More Vocational. #2 ” The Most Rev. Joseph Anthony Fiorenza {then Bishop of Houston / Galveston) wrote and issued a beautiful reference for Phillip Ofume.

1993 Phillip Ofume’s and NGOs’ preferred presidential candidate Chief MKO Abiola won Nigeria’s presidential election which was held on June 12, 1993, detained, killed and wife assassinated because oil/gas and communications  competitors want to claim his control and Phillip Ofume marked to die for exposing their killers and his interest to be the President of Nigeria.

1996 Phillip Ofume and family fled Nigeria  to Lome, Togo where they were received by the United Nations High Commission for Refugees (UNHCR) and Amnesty International and they were issued Certificate of Refugees and Prisoner of Conscience and adopted accordingly

1997 – 1998 civil rights campaign intensified in the west Africa sub-region and after failed attacks to assassinate Phillip Ofume and his family, United Nations was advised for safety reason to remove Phillip Ofume and his family from Africa.

 April  20, 1998, they were removed and moved to Canada and opposition followed Phillip Ofume and his family to Canada. December 17, 2003 Government of Canada seized their home, properties and good valued over $11million. Horribly, this raid was carried out three days to the birth of Christian Ofume.  Canadian Physicians knew about this child birth and failed to advice the government because the team of this type of operation includes Department of Health and Human Services.

September 29, 2005  Phillip Ofume and his family relocated to the United States and opposition crossed into US. The small aircraft appears like chartered aircraft because the 8-family members occupied majority of the seats and booked direct none stop flight,  Halifax International Airport to Washington D.C. At Boston MA Logan International Airport, the aircraft was forced to land and removed from the aircraft and placed at Hilton Hotel (Sept. 29, 2005 – Oct. 12, 2005).                 ANSWERS TO QUESTIONS FOR NOMINEES: 


1.    How long have you been a member of AAAA?  - Explanation

1977 barely three years of the formation of  The American Association for Affirmative Action (AAAA) , then I was  in France, I became interested in its membership  but I had little knowledge of how to proceed to become member in the diaspora.  My first membership application was made in October 2005 and my second membership application was made in June 2011. 1992 -  2004 in Canada,  Togo and Nigeria my family and I were incapacitated and trapped in terrible political repression. I wrote several letters to the Amnesty International, Human Rights Watch and AAAA.  2005 – 2010, my family and I were under highhanded persecutory and torturous conditions which were created and styled under severe acute forms of economic and other brutal sanctions and I was unable to perform directly and contribute economically to the AAAA but all my civil rights campaign thus, using national mobilization, the courts and other legal mechanism in the US to enforce compliances, sector by sector overwhelmingly increased our success and audience. Our (NGOs and Phillip Ofume) campaign and other civil rights works match over 98% of the campaign and other civil rights works of the AAAA.  In 2011,  because of my re-bid for the President of Nigeria 2015, my campaigns  (good government/governance and civil rights/liberties) intensified domestically and internationally. Now  my direct participation and collaboration with AAAA are more assured because of the on-going massive local and international audience and support.


2.   Have you ever served as an officer of AAAA at any level, i.e., Board Member, Committee Member, Regional Officer, etc.?  If so, in what capacity and when?

4.    Does your employer support affirmative action activities at the work place?  Give two examples that demonstrate such support.

4. a.  Right and equal opportunity to all levels and types of Education (teaching, learning, administration, infrastructures, workforce, removal of the role of parents in the schools and replaced with expert role, etc) in urban, suburban and mixed urban schools are the core work of LIMPT, INC. (EDUCATION AND WORKFORCE PROJECT – USA CHAPTER).  Right to choose University or College and effort to stop deceit in guiding and counseling students on intended educational  career.  Researched and investigated internalized and secretive multiple sanctions and censorships on access to right to education across the United States. Extensively uncovered three tier of the school system such as urban, suburban and mixed urban schools; causes of school dropouts or disengagement; roles of teachers, administrators and mounted police in urban and mixed urban schools; granted parents reliefs by replacing the role of parents in the educations of their children in school and moved parents’ attention to workplace to enable them be more productive at workplace and enjoy job promotion and wellness and longevity. Our students are smart/talented/gifted/A/A+B+ because of our interactive standard borne instructional, continuous and comprehensive assessment and evaluation. Under our project student can attend university and study any course matching his/her career focus. Secretly,  Parents/ Teachers Association (PTA) and federal, state and district departments of education opposed. Audience in and out hits (2008 – 2010)  on Google was 27.2billion and internally censored because of global control.  Now business people are now pushing to buy our domains ( reserved). Project incorporated in the United States (MA) on August 18, 2008 and through present, secretly, parent/teacher association (PTA), Departments of Education (district, county, state and federal), and  lobbied offices of the DUNS, US Chief Financial Officers and recently lobbied officers in charge of Recovery.Gov. but this ugly action was unblocked with a small particle of petition and federal regional officer is now sitting in our town  and  in-charge. Property owner or landlord of our inbound office sold out and issued eviction notice directly in court without prior notice and arrear rent in a property punitively without one single utility included.


 4. b.  Right and equal opportunity to all levels and types of Employments. Inside and outside education and training, we created direct interaction between education, industry and employment. Work and study bring the student to work immediately  after graduation. We want remove strenuous homework/ assignment and test/exam  without teaching the course which are the secret plan in urban and mixed urban school to torture students, get low grade,  deprive students access to right to after school extra-curricula  activities  including work/study program to earn money and connect/familiarize  with industry. We have designed over 134 tools to unblock sanction on right to connect with industry and employer during school period. To rescue students who are  drifting or dropping out from  school, our INTERACTIVE CURRICULA  are preferred  nationally. 2008-2010 our work k-tertiary yielded “Dual Program” to enable students who were frustrated below  find relief to look up to tertiary institution. In February 2011 President Barack Obama wrote to us requesting us (LIMPT, INC., IHRRC, IHRRG, & ASSOCIATES) to help in regaining America’s leadership in Education. “PEOPLE VOID OF IOTA OF DOUBTS, REMEMBER THAT EDUCATION IS GATEWAY TO EVERYTHING, EMPLOYMENT, BETTER LIFE ET AL” – Phillip Ofume.


5.     The Association holds at least three Board meetings yearly, plus the annual meeting. Will your employer support your attendance or do you have alternate means to finance your attendance and participation at the meetings?

6.      What do you hope to achieve if you are elected?  Describe your goals for the office, if elected.


6. a. Reliant  on the leverage of  my versatile  academic qualifications and over 35 years of professional  experiences  which encompass but unlimited to expert in Unification Politics and Politics of Unification and Ethics and special studies and internationally acclaimed skill in civil rights/liberty advocacy, civil/criminal national/international laws,  Mediation and Conflict Management and Resolution and Advanced Mediation (inter-governmental  and intra-governmental relations), I will tap into years of good work of the past leaderships of AAAA to do the following:

6.a.i.   To realize the object of  AAAA and “No Citizen Left Behind” under participatory sharing of America’s Commonwealth,  I designed supra unification plan and in part waive  the power of traditional street match and civil disobedience and in place of these traditional direct action  which maybe used as last resort, I will adopt soft  networking bottom  top measures first time in the history of advocacy and soliciting and advocating  Affirmative  Action and I will initially put in place a system of  NATIONAL DATA BASE OR BANK OF OUTSTANDING POLICIES & PRACTICES on all the operating programs, services and providers - governmental and non-governmental agencies and organizations with method called enumerative base statistics adapted to  continuous and comprehensive assessment and evaluation to track down needs, barriers, actionable and non-actionable exclusion and marginality. In a multicultural/racial/color/ religion/etc federation needs/needier/needy, barriers and impact must be studied separately to know the conditions of the federating entities. We charged the rule and order  of political, social, civil  and economic policies and practices research and investigation to help lawmakers, administrators, judges, leaders, etc. to share the Commonwealth.  For example in talking about needs, needy, needier, neediest, barriers, etc we cannot use , men, women, children, community,  boys, girls, etc without race, color, ethnic, religion, etc decorations.

6. a. ii.   under universal cooperant  policies and practices, I will make AAAA  a  national and international cooperative association based on collaborative strategy to enhance and facilitate pushing  and passage of the AAAA’s bills,  complaints and petitions  at the district, county, state, federal, US rep/congress and United Nations.

6.a.iii.    I will use cooperation and collaborative forces in subpara 6.a.ii. above to  steer AAAA into direct and indirect projects and donation to raise the fund of AAAA to not less than $1.4Billion as part of the working capital of the AMERICAN NATIONAL ACADEMY FOR FOSTER, ADOPTIVE AND ORPHAN CHILDREN (NAFOC) which I will lobby my NGOs to allow AAAA start the academy in the United State. 6.a.iv.    EDUCATION AND EMPLOYMENT WILL BE GATE-WAY TO EVERYTHING. I will start by divided timed civil complaint/petition/bill initially to the agencies and upward to the  Representatives/ Congress of the United States to open up inside US urban, suburban and mixed urban schools to change status of the standard of education, teaching, learning, funding,  inspectorate, etc. to reduce  forced and other forms of dropouts close to zero.  I will build strong connection between education and industry and working closely with the agencies or Departments of Education focusing on NO CHILD LEFT BEHIND ACT (2001) to make the Act to be equitably utilized in favor of all Americans.

6. b.  As my major key to realize education and competitiveness lies on community by community base strategy which is allowing the “communities to acquire administration/teacher’s degree/diploma/ certificate”  to teach and administer their students and schools to meet set unified standard, AAAA will either operate private and public teachers’ and other training colleges or push according to Affirmative Action to put more community base learners into teachers’ training colleges to enable them graduate to take over their schools.  Same plan will go down across all professions (healthcare and other services). Shortage of doctors, physicians, and several other professions are manmade because of greed which has earned America  trillions of foreign and domestic debts or where master becomes servant.

6.c.  I will foster urgent need for AAA to be more vocationally driven in such elevated manner that AAAA will involve in small, medium and big education, employment, industry, etc projects to compliment public and other private sectors because under my presidency, membership of the AAAA may hit  about 1.5 million and AAAA  must serve its members. Vocational collaboration  and diversification by project will connect AAAA with industry, people, and other providers locally, nationally and internationally.

7.                What unique skills do you bring to the office to which you hope to be elected?


7.a.   Affirmative Action, Equal Opportunity, Removal of Exclusion and Marginality in Diversity will make realistic meaning and sense  if the material evidences were uncovered. I have longstanding experience in doing sector by sector searches for exclusion and marginality under multi-cultural/racial system.  See my method in subpara 6.a.i. above.


7. b.  In addition to my core field of expertise,  I studied special areas such as NCMP - Mediation Negotiation and Conflict Management ( Dalhousie University ,Law School   Halifax, N.S. Canada); NCMP - Negotiation and Conflict Resolution (Dalhousie University, Law School,  Halifax, N.S.); NCMP -Advanced Mediation (inter-governmental and large corporate body mediation and conflict management and resolution, Dalhousie University, Law School, Halifax,  N.S. which are additional audacity in all collaboration to start and complete small, medium and advanced inter-governmental, inter-sectorial, etc conflicts and sharing of the Commonwealth of the United States and allow under privileged  people to have their feet in the Commonwealth.


7.b.   I have overwhelming skills in writing merit court, civil demand and other notices, complaints, petitions, bills, constitution, agreement,  bye-law, motions, declaration, protest bill board, appeals - lower court to highest court, reports, judgment, order, decision, etc. See less than 1% of my merit brief and litigation:    Ofume v. George W. Bush et al - The Supreme Court of the United States; Ofume v. Government of Canada (from The Supreme Court of Canada to the United Nations - matchless in the history of Complaint to the United Nations, 1999 - 2003, I was able to get three UN Special Rapporteurs and three UN Reports); Dr. Kris Kifindi Bunkheti v. York University (United Nations, praised for Merit Report); etc.

8.     What short and long term goals would you like to see AAAA fulfill?

The process is step by step as follows:

8.a.  Preliminary short term goal would be to do “ barriers and needs wiring research and investigation” on entire America to find whether the COMMONWEALTH OF AMERICA(education, employment, healthcare, housing, infrastructures, etc) has been at all material time been equitably shared and distributed and to find out and create statics on where the problems lie. Also within this beginner stage, create a national data bank of all the services, education, employment, healthcare, etc.


8.b.  Outreach project - friends and membership drive to boost membership of AAAA.  


8.c.  Put in place affirmation action and No Citizen Left Behind programs in places where defect is found. Assessment and Evaluation work must be done to know low, medium and high closures as to access to right to services. Then use standard set-down by the operating law to repair defect and non-compliance.


8. d.   Addition to cooperation and collaboration with district, county, state and federal governments, AAAA must put in proper place a backup program, alone or with  formal and informal schools and other operating sectors,  pre-k through tertiary level across the United States with matching standard. Under training AAAA will establish professional empowering program for low, middle and high classes including research designed towards short/long term by term development plans.


9.     How can you assist AAAA in meeting those goals?

9.a. To meet these goals, sitting AAAA has done a great job by creating pilot programs such as  resources ,  research,  press, conference, training and career  centers; book store with qualified staff already in place. Commonwealth’s  missing link data bank, expansion, diversification and development  to challenge the operating sectors remain inadequately untapped.

9.b.  In education, employment, provision of other services,  “competitiveness” failed. My NGOs found that under “Recovery.Gov”  new businesses and jobs created over-sized Americans in search of jobs but under politics of voters’ anger and endless politics of exclusion and marginality, job seekers remain unemployed. There is  strong chance that my election will bring over 1million friends. Then how is possible to provide education and employment to these friends of AAAA?  Providers to providers collaboration, cooperation and affiliation are inevitable to use available mechanism to unblock the barriers. It maybe inside and outside the walls of the court but they must be given a job under the types of regional, inter-regional and global campaign which our NGOs and I do to destabilize stubborn providers.


9. c.  Projects and funds must be given upper hand attention by creating national and international fund per project network and “National/International  Penny Account Project for the Needy.” Under charitable fund, AAAA will raise millions of dollars per year. Also to increase this fund drive, AAAA will compete with the ABC, state lottery, and  fundraising program , national and international volunteer project,  tap into UNDP and IMF/WB  projects, non-profit alliance project to use non-profit partnership to plough fund into AAAA, etc.


10.    Have you given any thought to how to increase membership and how to increase services to members?  If so, what are those thoughts and solutions?



10.a.  Yes. My networking tools, if system remains unblocked politically, to increase fund and memberships are easy and in greater point and number.  Restating that I have an extensive national and international mass communications and in contact with all governments inside and outside the United Nations; several people online in all the six continents of the world hit my articles, blogs, social media, etc. including our NGOs’ package.


10.b.   In the United States, my audiences on  sources such as governmental and non-governmental organizations are huge and they watch to rush and bite my work and that of our NGOs. I am going to use these tools to mobilize members and triple AAAA memberships within two months of my election. Sector to sector, union to union, social network to social network, discussion, blogging , adsense, etc. and all of which will be monetized under non-profit money making strategy.


10.c   People think that AAAA is for specific racial group. I will change this uninformed impression to expand the membership of AAAA by creating projects for men, women, children, disabled people, immigrants, investors, experts, penny worth people, professionals, etc


10.d.  I will setup a special program to emancipate over 12 million undocumented immigrants in the United States by documenting them because their case falls under AAAA initiatives and human rights project.  The case of over 12million undocumented immigrants is a base for undocumented profits off-record of the IRS and same which is rapidly impoverishing America and  unemploying  and under-employing  several thousands of Americans (further statement reserved).
